Recruitment Notice for the region of  Sikasso

Support project for the emergence of a dynamic of social, economic, environmental and cultural political transformation

The Malian Association for Survival in the Sahel (AMSS) is a national non-governmental organization that promotes and supports sustainable solutions to the problems of vulnerable people in northern Mali. She develops and executes  since 2012 many projects and  assistance programs for populations affected by conflicts through actions including food security, economic recovery, drinking water supply and sanitation, emergency assistance and social cohesion.

 

As part of the implementation of the Support Project for the emergence of a dynamic of social, economic, environmental and cultural transformation  in areas  by Sikasso, Yorosso, Kadiolo,  Koutiala, Yafolila,   and Bougouni, the NGO AMSS funded by the British Embassy, is looking for candidates for a position of Project Manager.

Place of employment: Bamako with permanent trips to the circles of Sikasso, Yorosso, Kadiolo,  Koutiala, Yafolila,   and Bougouni.

Starting date: November  2019

Type of Contract :   Service contract,  of Malian nationality

Duration of the contract : 1 year renewable if the trial period is conclusive

1  : Project description:

This project to support the emergence of a dynamic of social, economic, environmental and cultural transformation.  in areas  by Sikasso, Yorosso, Kadiolo,  Koutiala, Yafolila,   and Bougouni aims to contribute to strengthening the resilience of target communities through the emergence of local dynamics.

 

  2  : JOB SUMMARY:

Under the supervision of the AMSS Director of Programs, the Project Manager is responsible for  : i) coordination of project activities  ; ii) the representative   of the project at the level of regional, local, municipal and community authorities;  iii) strict compliance with the coherent implementation of the operational action plans (monthly, quarterly and annual) of the project;  iv) regular communication with the technical management of the project on the review of achievements, constraints and lessons learned; v)  the provision of quality services to target groups  ; vi) technical assistance from the team within its remit in the implementation of activities in the field  ; vii) monitoring / supervision of field activities  ; viii) real-time submission of contractual reports; and ix) participation in meetings organized by implementing partners on the theme of peacebuilding at the regional level.

 

3. Responsibilities and tasks  specific:

3.1  : Ensure the planning of project activities in the field

  • Develop from the project action plan, a quarterly and monthly plan for the implementation of project activities;

  • Ensure that each NGO partner   has a  Quarterly and monthly plan for the implementation of activities in the field  ;

  • Support and guide partner NGOs and the technical team in the implementation of their activities  ;

  • Monitor and evaluate the implementation of the quarterly programming of project activities in the region  ;

  • Ensure that the quarterly review of each component of the project is carried out and documented.

 

3.2  : Ensure that beneficiaries receive the training and support / accompaniment necessary for their needs

  • Ensure strict adherence to action research and training schedules for target groups  ;

  • Participate in the capacity building of partner NGO teams;

  • Facilitate regular assessment of the training needs of target groups and make appropriate recommendations  ;

  • Help organize and hold all planned training  in the project  ;

  • Ensure the functionality of the partnership.

 

3.3  : Monitoring and evaluation of activities

  • Constantly keep the project direction of the level of progress of the activities;

  • Participate in  meetings organized by the peace implementation partners in the region and present  on these occasions the point of the implementation of the project activities in the field  ;

  • Ensure the timely delivery of all activity reports planned in the project (weekly,  monthly, quarterly and annually)  ;

  • Carry out regular visits to project sites to ensure regular monitoring, supervision, mentoring and support to community coordinators and target groups  ;

  • Ensure the implementation of the recommendations resulting from the field visits  ;

  • Perform any other professional tasks requested by management.

 

4  : Qualifications and Experience required

The candidate must have a university degree in Social Sciences  (Bac + 4 level) or any other equivalent diploma. He / she must have  :

  • a professional experience of at least 5 (five) years in the sector of social mobilization and / or conflict management / peacebuilding in an international or national NGO  ;

  • knowledge of conflict dynamics in target areas and the culture of peace  ;

  • Knowledge of the Timbuktu region and also of the languages that are mainly spoken there   would be a great asset.

  • experience working with community organizations  ;

  • training or experience in capacity building and advocacy;

  • experience in coordinating various actors in an unstable environment;

  • knowledge of computer tools (Excel, PowerPoint, Word)

  • an ability to work in a team;

  • the capacity for analysis, monitoring and evaluation;

  • a perfect command of written and spoken French and English for good writing, analysis and synthesis skills;

  • Ability to travel frequently in the field, including in risk areas
